Is it okay if a W2C from an employer is incomplete?

I received an incorrect W2, with a note stating there was an error. I have received the W2C except it's largely blank. The only information that comes on the W2C is Employer Info, my Info, and the missing information from box 16 so it seems as though it is only meant to supplement my original W2, and I cannot file the W2C on it's own, and I am not sure what to do?

I was advised to file with my original W2 and submit the W2C with the documents, but since I am e-filing, that's not possible and TurboTax is not letting me submit with both since W2C is missing so much information.

Yes, it is okay if it is incomplete because you are correct in thinking that the W-2C is meant to supplement the original W-2. 

If you have not already filed your return, just enter the information shown on the W-2C along with the information shown on your original W-2.  You should have only one W-2 entered to represent both of these paper forms.  Also, when you click Continue after entering the W-2, be sure to check the box stating that you are using a Corrected W-2.
