I filed my taxes about 3months ago and owe money I would like to pay it now instead of the 21 of the month?

Pay what?  Taxes due?  April 21 is past the April 15 due date.

When I filled them on turbotax it said the last day was on 21 anytime after that it was overdue

You probably saw this:

April 20, 2019

Deadline for resubmitting or paper-filing a rejected federal return that was originally e-filed by the April 15 deadline if you  did not  file an extension.

• April 22, 2019, if you live in Maine or Massachusetts because of Patriot's Day.
• Note: Although the last day to resubmit a rejected return is October 20, the April 20 deadline applies to taxpayers who owe taxes and want to avoid the late-filing penalty.

However, if your return has already been accepted, taxes come out on April 15 (unless you said an earlier date.)
