TurboTax cannot make a form available until they get the final form and instructions from the IRS. The IRS just published updated instructions for Form 8283 on Friday (Jan. 24). It takes a little time for TurboTax to incorporate the updates. Form 8283 is tentatively expected to be available on February 6.
