Is an insurance premium payment paid in December for coverage starting in January 2017 considered a deductible expense in 2016? This payment didn't show up on my 1095-A .

I paid 12/27/16 for coverage (of a new plan, new insurance provider) that started on 1/1/2017.

I had to chose this new plan for 2017 from the offerings found on Healthcare.gov.

My 1095-A for 2016 doesn't include this 12/27/16  payment. 

I am self-employed. Can I include this payment in the health insurance premiums for 2016?

Yes, if you made the payment in 2016, you can include it with your 2016 tax return- just keep track and do not deduct again when you get the 1095 from the insurance company!
