Welcome to our ask the expert event.  Glad to have you. To confirm, you asking about federal taxes withholding on a Traditional IRA distribution.  If so, yes, there is a mandatory 10% IRS rule withholding.  You might be subjected as well to applicable state withholdings as well.  I would check with your plan administrator holding your IRA to get the most accurate information about state withholdings.  If you meant to say pension or annuity then there is a 20% mandatory withholding.  Based upon the subject, my guess is you are referring to a Traditional IRA.  I have provide an IRS link about the Traditional IRA.  https://www.irs.gov/retirement-plans/retirement-plans-faqs-regarding-iras-distributions-withdrawals.   I hope that I provided you useful information to answer your question.  Thank you for your time today.  Have a great day.
