IRS sent unclear billing. Who will fight IRS?

I'm inclined to pay, then fight.  Does TT fight or do I find a CPA?  After billing me for Estimated Pay by confusing calendar years, maybe this second letter is at it again.  An hour with IRS Agent on phone did not clarify anything.
