I’ve mailed my 2017 tax return to the IRS twice, 30 and 60 days ago respectively, and they still have no record of receiving it. I mailed the second return using FedEx and tracking shows that they received it, but it’s still not processed and I can’t get a loan until they do. What can I do to get my return processed?

There is not much you can do to induce the IRS to speed up the processing of your return.
You can, however, show the indicia of filing to your lender as well as any record of payment if you made a payment with your return.

Mailed in returns are taking 10 months on average to process ... could be longer for a return that old.
Since you filed your return, give the loan company a copy of Form 1040.
Usually 1040 Pg 1 and 2 are sufficient. (that was all needed for my loan.)
They will want you to sign it with today's date.
Why are they interested in a 2017 tax return ??
The problem that I'm running into with my lender is that I owe a chunk of money to the IRS which has been snowballing over the last 5 years. The lender is requiring proof of a payment agreement with the IRS. No problem there - happy to start paying what I owe, but the form for the payment agreement requires you to identify the exact amount that you owe, which I won't know until they process my 2017 return.
If I were to submit the form for the payment agreement showing just what I owe as of now, would they accept it?
No honey ... the amount you need to pay is on the tax return you filed. If you did not send a payment with the return then go online now and pay the IRS to get an instant receipt. If you did pay with the filing did the check not get cashed yet ? If it was cashed provide the lender proof of payment.
The late penalties & interest will come later once the return is processed so I cannot see how the lender can expect you to pay something before it is billed.
