IRS asked for a 14 digital control number

How did the IRS ask you for the 14 digit DCN? 

Your tax return completed and filed using TurboTax is self-prepared so there is not an ERO or DCN.

Went to IRS website and i had a notification saying they needed more info. So I click on it and it went through the question. When it got to one question. It asked me to enter my 14 digital control number or if I dint receive a letter answer no an they will send one out. But I never received a letter in the 1st place. So I just click no. Never had to go through this before.
