When using Step-by-Step, TurboTax combines the IRA Distribution and the Pension Income to Line 5b of the 1040 form. I would think that the IRA Distribution should be reported on Line 4b and the Pension Income on Line 5b. These should not be combined. I consider this a bug.

Did you receive two Form 1099-R's. One for a Pension and one for a distribution from an IRA?
If so -
If your distribution in 2021 was from an IRA then you needed to check the box for IRA/SEP/SIMPLE on the TurboTax Form 1099-R. Then the taxable amount would be on Form 1040 Line 4b.
If your distribution in 2021 was from a Pension then the taxable amount will be shown on Form 1040 Line 5b.
