Can a RMD , from a Traditional IRA be rolled over to a Roth IRA, via the back door rollover?

No. You have to take the RMD and pay tax on it. But You can use the money from the RMD to fund a new contribution if you have earned income to qualify to make a contribution.
No, RMD cannot be rolled over or converted (IRS). The exception only applied to 2020.
I did report it as income and will pay tax on the RMD.
I am retired and have no "earned" income.
I thought a "backdoor" roll over was possible.
for a backdoor to work your starting IRA balance must be zero.
That means your RMD had to draw down the entirety of all your IRAs to zero.
BUT
with no earned income, an IRA contribution is not allowed.
