Ineligible to file electronic claim due to "return claims a solar and wind energy credit carryover". I can't figure out what answer is driving that

Look on your NY state return for non-refundable credits.  You put zeroes where it needs to be left blank.

To Delete the NY state solar tax credit:

• Go to state taxes
•  Then other-tax credits
• Then go to non/refundable credits and make sure the boxes do not have a value. If you have entered "0" in those boxes, they should be left blank. 
• Then delete form IT-255, the form for solar and wind energy credit, in the tools section from the drop-down menu on the upper left of the screen.
