in calculating taxes due in residence state is the "tax actually paid" to the nonresident state the current year taxes being charged or the amount paid last year?

what is the credit for taxes paid to another state? If we didn't pay any to the nonresident state in 2024 but will with our 2024 filing does that count as taxes paid even though they technically aren't paid yet?

Yes, the tax actually paid is the amount that is due for 2024.  The credit for taxes paid to another state is the amount you will pay for your 2024 taxes.  Yes, it does count as paid even though you have not technically filed and paid yet.
