In '23 1040, form 2210 underpay estim tax allowed request a waiver with an explanation in 2210 part III. In '24 is there still a waiver explanation?

Yes, there is still a waiver explanation in 2024 using Form 2210.

 

If you are using TurboTax Desktop, you can get to the screens regarding the waiver of the underpayment of tax penalty as follows:

  1. Open/Continue your return
  2. Click on "Other Tax Situations"
  3. Scroll down to "Additional Tax Payments" and then "Underpayment Penalties"
  4. Click on "Start" or "Update" next to "Underpayment Penalties"
  5. On the screen that says "Possible Penalty Exception" it lists three questions
  6. If you can say yes to all three, click on "Yes to All Questions"

If you are using TurboTax Online you can get to the screens regarding the waiver of the underpayment of tax penalty as follows:

  1. Open/Continue your tax return
  2. Click on "Uncommon Situations"
  3. Select "Other Tax Forms"
  4. Select "Additional Tax Payments"
  5. scroll down to "Underpayment Penalties" 
  6. Select "Start"

 

This will trigger the preparation of Form 2210 for your waiver explanation for the underpayment penalty.
