If you owe money to the IRS and they close the case temporarily due to not being able to afford to pay at this time, will they take what is owed when I file this year?

Yes, if you owe back taxes to the IRS and you file a tax return with a refund coming to you, your refund will be seized to pay the tax you owe.  You do not have to enter anything on your tax return about it.  The IRS knows and will take care of it automatically.
