Go to Federal> Wages and Income>Retirement Plans and Social Security>IRA 401 k) Pension Plan Withdrawals to enter your 1099R.

After the first one, you can add another one. If one is for a spouse, make sure you assign it correctly to the spouse.

If you have previously entered a 1099-R, per the above; when you go back there, you will first reach a 1099-R summary screen ("Your 1099-R Entries"). Click on the "Add Another 1099-R" button.
