If Turbotax is saying some of the files for my State tax aren't ready, and they'll email me when they are- should I wait to submit my taxes? Or will those just be applied

You have to wait until all the forms that you need are ready. Nothing gets changed after you file.

My state return has been accepted BUT when I try to print my state forms, they all have a watermark, Draft Copy: Do Not File. How messed up is that!
