If the IRS is holding your taxes, it is usually because they have a question. Expect a letter from the IRS 3 to 6 weeks after your return is accepted to ask for more information.

If there is an offset applied to your refund (part or all of your refund is seized to pay some debt), then you can contact the Treasury Offset Program and ask (although they will send you a letter, too).
