If my State refund says incomplete and ive done evrything on my end, am i waiting for the state to make some documents available or? Ive tried all the other options

Until your federal return has been processed and accepted, your state will show as incomplete. Once the federal return has been accepted your state return will then show as processing and then either accepted or rejected by your state.
