If my PA State tax owed is only $3.00, am I still required to submit a payment?

Yes, you are still required to pay the amount you owe. 

There is not a minimum amount to reach before a payment must be made.  Unpaid balances are likely to accumulate penalties and interest until they are paid.

Welllllll... the PA instructions on their page 23, for line 28....say

" If you owe $1 or less, you do not have to submit a payment
with your return."

So $3 you need to pay.
