If my husband and I are (not legally0 separated and we jointly own home and pay taxes there, can he still use this as his address?

Husband lives elsewhere, chooses to file jointly. He does pay 

1/2 taxes and insurance.

Yes, your husband can use your address.  When you file jointly there is only one address on the tax return.  It makes no difference to the IRS who's. addresses in on the tax return
