If I was paid a stipend by a church do I file taxes on that money? I am a parishioner maintaining the parish website and receive a check from the church for my service.

Yes. That is income to you and should be included as Schedule C income. In Turbo Tax Search Box, type "Schedule C" Click the "Jump To " option.
Even if you have not had a business in the past, go through and answer as many of the questions as you can using your own information for the business name and address.
For Business Income if you did not receive a 1099-misc, list under General Income.
Any expenses you incurred can be deducted from this income. (mileage, supplies tools, etc.)
Note: if this is occasional income and you have another occupation, the stipend may not be subject to self-employment tax
