If I sign the "Consent to Disclosure of Tax Return Information," would TurboTax share my information with any organizations, agencies or persons other than Intuit Inc.?

No, the disclosure agreement is to allow the TurboTax program to access your information to determine if you qualify for things such as using your refund to pay your fees or being shown certain other options, possibly a refund anticipation loan,  in the program.  We actually cannot look at what is in your return for those purposes without this disclosure, odd though that may sound.
