Coincidentally, I had the exact same numbers on my 1099g for 2016 and 2017 for income and taxes withheld. I reported my 2016 income on my last filing, and now I have another 1099g for 2017 to add to this year's filing. But I also started repaying in 2017 and have not finished paying all of it (it will be completely paid back this year). When on TurboTax it says the benefits repaid ($2270) cannot be higher than compensation received ($2043 for 2017).

Yes, you may wish to review your entries for repayment of Unemployment Compensation. Be sure you have entered the amount you repaid for each year separately, rather than a total for one year. Also confirm that the amount you repaid for 2016 did not exceed the benefits you received in 2016, and the same for 2017.
