If I need to pay my Virginia states online, Turbotax told me to pay them on Official Payments.com, what does the License # (10 digit) mean? I already tried my Driver Lic.

I already attempt to pay by phone, Official payment's phone # automated machine doesn't help at all after you give it your designated needs, all the choices it gives you, it tells you that the choice is invalid for the choice you make.....Yes, you can't go any further with there A.I. voice machine.
