If I delete my PA state return to start over, when I add PA back will it populate with what I have completed in the Federal forms already?

When you start your Pennsylvania return over in the State Taxes section, you will need to proceed through all of the Pennsylania state interview screens again, but TurboTax will automatically transfer data from your federal return, which you had entered in the Federal Taxes section.
