If I claimed a dependent (adult) last year and they still meet ALL the requirements again this year, why am I unable to claim them again stating they do NOT qualify?

When filing my 2021 taxes, I claimed my boyfriend as a dependent because he had no income, lived with me the entire year and I supported him (covered ? 50% living expenses). There were no changes to the situation, other than I got a new job, but when I got to the dependent section for my 2022 return, using the same program to file, it said he did NOT qualify?! I've spent over 5 hours now reading article after article looking for an answer or a potential reason, and have had no luck...

we can not see your return. Qualify for what?   you can't use him as a dependent to file as head of household because you are not related.  he also wouldn't qualify you for certain credits. maybe that's what Turbotax was referring to when it said he didn't qualify. perhaps your income is too high to get the other dependent credit

The credit for other dependents is a non-refundable credit. It can reduce or, in some cases, eliminate a tax bill but any unused portion is lost.

here's a link to IRS tool to determine if you qualify to get  the other dependent credit (max ($500)

The most likely explanation is you answered something wrong in the interview.

There are two types of dependents, "Qualifying Children"(QC) and Other ("Qualifying Relative" in IRS parlance even though they don't have to actually be related).  Only a QC qualifies a taxpayer for the Earned Income Credit and the Child Tax Credit. The Other dependent (qualifying relative) credit is worth (up to) $500 per dependent and is non-refundable.  That is, it can only be used to reduce an actual tax liability.

A person can still be a Qualifying relative dependent, if not a Qualifying Child, if he meets the 6 tests for claiming a dependent:

  1. Closely Related OR live with the taxpayer ALL year
  2. His/her gross taxable income for the year must be less than $4400 (2022).
  3. The taxpayer must have provided more than 1/2 his support

In either case:

  1. He must be a US citizen or resident of the US, Canada or Mexico
  2. He must not file a joint return with his spouse or be claiming a dependent of his own
  3. He must not be the qualifying child of another taxpayer

He must have a US social security number or tax identification number (TIN)

If I claimed a dependent (adult) last year and they still meet ALL the requirements again this year, why am I unable to claim them again stating they do NOT qualify?

May I suggest you delete him  and enter him again from scratch ... sometimes that will clear the "glitch".
