Depends what kind of account it's in. You do not report dividends from IRA, 401K or retirement accounts. But for bank accounts and regular investments accounts you need to report all interest and dividends no matter how small even if you don't get a 1099 for it.

It doesn't matter whether the interest was distributed or paid out to you. If it was credited to your account, it's still income that you have to report.
Ordinary interest is reported on Form 1099-INT, not 1099-DIV. If the total interest for the year is less than $10, the payer does not have to send a 1099-INT, but you still have to report the income.
