I'm not sure that's an option, unless you have the PayPal credit card and you make a credit card payment.  Is PayPal a payment option on the IRS website?

For state payments, you will need to check your state income tax web site.

You can use PayPal to pay the IRS (Federal income taxes). Different states have different payment methods. In New York State, for instance, you would need the PayPal credit card or debit card to make a tax payment.
