I would like to know why I'm not eligible to pay for the TurboTax products with my refund?

Is your Federal refund large enough to pay the product fees, sales tax, and the $39.99 service fee for that payment method ($44.99 for California filers)?   NOTE:  You will avoid that "pay out of refund" service fee if you pay upfront with credit/debit card or a prepaid debit card you can buy in a store.

Here are some typical fees in the product you appear to be using:

Live Self-Employed:

Federal return  $199

State return  $54

Option to pay out of refund:  $39.99 service fee (or $44.99 for California filers)

Possible sales tax

Is your Federal refund large enough to cover all that?

By the way, since you are using Live TurboTax, have you taken advantage of your included Live services that you are paying extra for?   That feature allows you to seek help from a CPA/EA tax expert during return preparation, if needed.   And if you wish, you can have a CPA/EA tax expert review your return prior to filing.   In any case, here's some info on your Live feature:
