I was under the assumption that if my spouse and I both claim 0 we would not have to owe taxes when we filed. Can someone explain why we would have to,even if claiming 0?

Claiming -0- means that your employer takes the "maximum" out for federal and or state taxes from your pay.  

However, depending on many factors, including your combined income, deductions, and dependents; unfortunately, the maximum may not be enough.  In this case, one or both of you will need to request to have an "additional" amount withheld for federal and/or state income taxes to cover your income tax liabilities.
