I was out of the country on Oct 16th and missed my extension deadline for 2016 tax filing. I am due a refund. Can I file now online with turbotax?

No. Online filing for 2016 returns is closed permanently. You now have to use desktop software to prepare the 2016 return, which must be printed, signed, and mailed. A 2016 return cannot be e-filed. If you are getting a refund, there is not a penalty for filing late.
