I signed my tax return with installment plan on 11 April 2109 and send it via snail mail to IRS. But it reaches IRS on 25 April. Will I be subject to Late filing / payment charges?

As long as the letter was postmarked before April 15, that's good.

The date that you took your return to the post office will be the postmark date.
