I received the FORM 1099-INT from the Department of the Treasury Internal Revenue Service from Austin, TX... the problems is I don't have the Payer's address

That is the address, if TurboTax is not accepting it, enter Dept. of Treasury on the first line then Internal Revenue Service on the address line.
