I received a tax refund check from my health insurer. Is it taxable income or does it reduce the amount of my insurance premiums on my itemized deductions?

I received an answer that it is NOT taxable income but since I itemize I need to reduce the amount of health insurance premiums I deduct.    I wanted to clarify that the check I received was due to tax reform and from tax credits for my health insurance company.  It is NOT for reimbursement of medical bills I paid. 

Is it still NOT taxable income, and I still need to reduce the amount of my health care deductions for the amount of the tax refund?     Thanks

No, the refund check from your health insurer is a return of your payments and is not taxable income.  If you itemize your deductions then you would have to reduce your medical insurance payments by the amount of your refund check.
