I received a 1099-INT form from my state and the IRS for interest on my refund in 2016 but why didn't I receive one for 2017?

I received a 1099-INT form from my state and the IRS for interest on my refund in 2016 but why didn't I receive one for 2017?
They only send -INT forms if the state (or feds) delay your refund over a certain length of time. Don't recall how long, but something over 2 or 3 months after initially accepting your tax return. Might not apply in certain situations....but I don't know the details. In 40 years of filing, I've never received interest for a delayed refund....but all in under 2 months (that I can recall)
IF you get your refund in under a month, then certainly no interest paid..
