I purchased a new Energy Efficient Pellet Stove in August of 2018, we qualified for a rebate that covered most of the cost, do I enter only what I paid or the full cost?

The total cost of the stove with installation was $5,011 dollars and there was a rebate of $4,800 if we were replacing an old non EPA compliant wood stove which we did.  Am I only able to claim the $211 that I actually paid or do I claim the full cost of the stove?

You can't claim the entire cost if you received a rebate. The rebate reduced your cost.

You can't claim any of the cost for a federal tax credit on your 2018 tax return. The credit for this type of energy saving improvement expired at the end of 2017 and was not extended for 2018.
