I purchased a download version of Turbotax premier. I was to get 5 free federal files and 1 state. Why am I now being charged $24.99 for all four?

Is the charge for filing the state returns?  That is not free.

Sorry you misunderstood.  There is a lot of confusion about this. For the Desktop version it's a free download of one state PROGRAM, not returns filed. You can prepare unlimited federal and unlimited state returns. Some people need to file in more than one state so they have to buy another state program. You can print and mail the state for free or each state (including the first one) is 24.99 currently to efile.

Deceptive, deceptive, deceptive... Can't even find the fine print that explains this deceptive advertising. Shame on you. Confusion... Right!
