You can claim the dependent in the year of their passing on your tax return.  When entering the dependent's name in the My Info section you will be able to indicate that they passed away and the date of their passing.

He was 11 and lived with me and my wife at the same address as the previous year

What about funeral expenses and his trip to the ER can I claim that as well as medical expenses

Unfortunately, funeral expenses are not deductible on a tax return.  Any medical expenses you paid with out of pocket funds and were not reimbursed would be deductible, such as ambulance fees or ER charges.
