I paper filed this year, my state return shows an amount but turbo tax shows another, which is zero, any idea what's going on? Did I input something wrong there?

No one else can see your account or your tax return.   If you prepared a state return that shows a refund and filed it by mail, you can track the state refund on the state refund site.  If you (even accidentally) clicked on "amend" later on, it reset the amount back to zero in the account.
