I owe federal, but im getting a refund from state. Will my state refund be sent to federal toward what i owe or do i have to set up a payment plan for the whole amount?

One refund can never be directly applied against what you may owe for the other. They are entirely separate refund/payment systems.

Thus you have to arrange payment(s) separately with the IRS.
