I never got my taxes of 2021, the irs says still pending. So I did my taxes of 2021 and 2022 and send them via mail.I havent received anything form IRS. Can I efile them?

No, if you printed, signed, and mailed in your 2021 and 2022 tax returns, you can't e-file them afterward. 

You say the IRS says they are pending, does that mean you have checked using Where's my Refund? and it says pending?

If so, they have received your returns and are processing them. You should know it can take up to 16 weeks to get a refund from a paper-filed return, but it's usually 6 to 8 weeks.
