No...You cannot. The Online Free edition (or any of the Online editions) can only be used to for filing a 2018 tax return. No other years. and when it closes down in October, it will open up later to only prepare and file 2019 taxes...nothing else.
For prior years, like 2016 and 2017, you will need a full MAC or Windows computer, and you will need to purchase, download, and install the desktop software for each year needed. And prior years can only be printed and mail-filed by you at the Post Office:

Of course...if simple enough, you could go to the IRS website and download the PDF forms and instructions for each year and prepare them manually.....but that's up to you.
No. You cannot use Online TurboTax at all for prior returns. Online TurboTax is only for 2018 returns. You would need to use desktop software (CD/download) for the prior returns. You'd need to buy both 2016 desktop software and 2017 desktop software.

The 2016 and 2017 returns cannot be efiled. They will need to be printed, signed, dated, and mailed. It is recommended to mail by a method that has tracking such as certified return receipt, priority mail, etc.
Do NOT mail the 2016 and 2017 returns in the same envelope. And if you have both Federal and state returns, you need to mail each one separately to its respective tax agency.
If you are due a Federal refund, it takes about 6 weeks for the IRS to process a mailed return.
TIP: If you also later prepare a 2018 return with TurboTax, it will ask for your 2017 AGI when efiling. Since you did not file the 2017 return last year, you would instead use an AGI of 0 (zero.)
