I need to amend my 2020 return. TurboTax 2020 Desktop is forcing me to pay for each state in order to open my 2020 .tax file. How can I avoid paying again?

I need to amend my 2020 federal return. I do not need to amend any 2020 state returns. I attempted to amend the federal return online. It was rejected immediately (no explanation why). TurboTax now says I need to use the Desktop app to amend it. I was given an access code for the Desktop app, but that is only giving me access to one state. My 2020 return included two states. The Desktop app won't even open my .tax file unless I pay for the extra state. I already paid to file both states online. How can I avoid paying for the extra state? I reached out to TurboTax IT support and they were no help. They said I should see an additional code for each state after 24 hours, but I do not.
