Income taxes paid would be additional taxes not on your w2. For example, you owed the state last year and paid them. Perhaps you sent the IRS money during the year, estimated payments.

Your local taxes should be on your w2 and would not be entered again.

A 2023 local extension would be for time to file. It never delays the time to pay.
