For tax year 2019, there is no longer a tax penalty for not having health insurance. Therefore, there is no longer a health insurance interview or tab in TurboTax.

However, if you had health insurance coverage on the Marketplace (Obamacare), then you must have received a form 1095-A and must enter this form in your tax return. TurboTax will then populate form 8962 and include it in your tax return.

You can enter your form 1095-A by following these steps:

  1. In TurboTax, open your tax return
  2. Click on Federal in the left-hand column, then on Deductions & Credits on top of the screen
  3. Scroll down to All Tax breaks, locate the section Medical and click on Show more
  4. Click Start next to Affordable Care Act (Form 1095-A).

If you received an IRS letter in the mail requesting the Form 8962 then follow the procedure in this TurboTax support FAQ for the Form 8962 and Form 1095-A as requested by the IRS for 2019 - https://ttlc.intuit.com/community/health-care/help/the-irs-is-requesting-form-8962/01/27409
