I moved into the USA via L1B visa half way through the year. How do I avoid healthcare penalty due to not being insured the full 12 months?

I moved here mid-July, and I have healthcare listed August through December, in line with my employment. There are exemptions for non-residents, but the description seems to say this is only for US citizens living abroad.

If you moved to the US in July, you are a non-resident alien for 2016 and would need to file form 1040NR or 1040NR-EZ. These are not supported by Turbotax. Non-resident aliens are not required to have health insurance (unless it is a visa requirement).

What do you mean? The article you mention explicitly says that if you stay more than 31 days on US soil in 2016, then you are considered a resident alien. Can you review and confirm what status is the right status?
