I live in Paraguay South america , I invest some money in USA and got three K-! from the company I invesred with 1 dollar interest income , 1 dollar dividend income , should I file return ?

If your total income is only $2 from the US, then no, if you are not a US Citizen, then you would not need to file a US return.
