The city you work in taxes you first - then the city you live in requires you to file a tax return - for many of the cities in central Ohio you get credit for the taxes paid to the city you live in.

I live in a township that does not have an income tax however my employer deducts local taxes based on the city I work in. Should I contact the city I work to get refunded?

I assume you're in Ohio.
Any Ohio city, with an income tax, is allowed to have withholding taken out of your pay while you worked in that city. Your employer is required to do that withholding. You can't get a refund unless it was improperly withheld, i.e. you didn't actually work there for all or part of the time that your employer was withholding.
You are not required to file a city tax return for the city you work in, only the city you live in (if it has a tax)
