Sorry you will never be able to activate the 2019 program with the License Code. The License Code started in 2019. So 2019 needs to connect to Turbo Tax to verify the License Code. But they have stopped supporting 2019. They only support and update the last 3 years and put 2022 in the last years product pages and took off 2019.
Even if you install 2018 or prior you won't be able to update or download any state program you will need.
Especially given that the IRS can go back TEN YEARS into your old tax returns, and you never know when you're going to have to revisit those returns. This is what's happening to me right now, and I called Intuit and they just shrugged and said "Oh, sorry, nothing we can do."
Baloney.
There's just nothing you WANT to do. I'm done with Intuit and Turbotax, forever.
I just received 630 error using 2022 software, Rep had me show hidden files and rename folder. I did NOT have to uninstall/reinstall software. Also did not have to reboot.
Steps I followed:
I opened File Explorer: I went to c:\users\myname
I went to the View menu and deselected "Hidden Items" (so that I could see the AppData subdirectory)
I went to C:\Users\myname\AppData\Roaming\Intuit\TurboTax
I renamed TY22 to TY22-old
I entered the license code and it worked.
Unfortunately, that workaround doesn't seem to be working. Intuit's support line says they turn off activation for TT2019 in December, so you are SOL if you uninstalled it.

Error code 630, not 603 or anything else you posted.
@pstemari You have added on to a long thread, 5 pages. Victoria last posted way back on 6/22/2020. Over 4 years ago. The old answers might not apply anymore. Just read the posts in 2024.

This happened to me when I purchased TurboTax premier 2024 from Costco 's online website. It took them about an hour to send to me an email with the license code. When I typed in the license code into the TurboTax activation screen, I got the 630 error. I called TurboTax support and they weren't able to help, and said that they were seeing a lot of problems from customers who purchased from Costco and Sam's club.
The problem eventually got fixed after I rebooted my computer. I'm unsure if this did anything or just caused a longer pause until TurboTax and Costco could get their systems in sync.
Very frustrating experience.
It depends on what kind of code you have.
If you have a License Code, this is for Desktop software; and if you have an Activation Code, this is for Online software.
These are different software's and codes from one cannot be used in the other one.
