I am assuming you are referring to the California Franchise Tax Board as that is the state most commonly associated with the phrase FTB.  (If thats not the case, let me know which state).

Here are the instructions to mail a payment -

Mail your check or money order:

1. Include a copy of your notice, bill, or payment voucher.
2. Make it payable to Franchise Tax Board.
3. Write your Social Security Number and tax year on your payment.
4. Mail to:

   FRANCHISE TAX BOARD
   PO BOX 942867
   SACRAMENTO CA 94267-0001
